Intelligence as a Force Multiplier
By Acute Observer
Battle of Wits
Stephen Budiansky has a master's degree in applied mathematics from Harvard University and worked on military studies as a Congressional Fellow. This 2000 book is a story about code breaking in WW II. The `Prologue' uses the battle of Midway to show the importance of radio intelligence. Japan was decisively defeated and remained on the defensive for the rest of the war. The supremacy of carriers was established, the age of the battleship was ended. Radio intelligence had proved its usefulness. Stimson shut down Yardley's operation for budgetary reasons, the moral reason was a cover story (p.27). Certainly State went on with its in-house activities, as did the Army (p.31) and Navy (p.36). Intelligence agencies ignored the growing threat from Germany and Italy (p.59).
In the 14th century Arab philosophers documented the frequency count to discover a simple cipher. Chapter 2 explains the rules of other enciphering and encoding systems. A mechanical machine increased the speed of enciphering and deciphering. The history in Chapter 3 is not accurate. In 1935 Poland and France could have stopped Hitler's reoccupation of the Rhineland but Great Britain objected. By 1938 it was too late (p.92). Chapter 4 tells of the pre-war developments to analyze and decipher the Enigma codes. Chapter 5 describes the developments during the first years of the war. Captured German trawlers and a submarine revealed secrets (Chapter 6). Breaking one Enigma key often led to breaks in others (p.206). The use of punched card machines helped in attacking code (Chapter 7).
The need for increased performance led to vacuum tubes in place of mechanical relays (Chapter 8). Navy policies led to more sinkings of transports (p.236). The knowledge gained from deciphering codes allowed targeting critical supply ships (pp.270-271). This also defeated Rommel and helped in the invasion of North Africa (Chapter 9). Can an obscure language be used as a code (p.277)? [Do some of the squabbles remind you of a company going bankrupt (p.286)?] Chapter 10 notes the history of the last years. Vacuum tubes replaced relay switches to build the Colossus Mark I, the first electronic computer (p.315). Double agents were used successfully (pp.316-318). MacArthur distributed ULTRA freely (p.325). ULTRA gave warnings of the Ardennes offensive but it was ignored (p.326). [Would they really dismantle the decoding machines (p.328)?]
The `Epilogue' says the organizations used to break codes continued and grew after the war. Cryptanalysis gave a boost to the computer industry (p.330). [No mention of business needs as in "Giant Brains"?] Budiansky considers the overall effect of ULTRA on the war (pp.332-334). Success, or failure, came from management style (p.337). `Appendix A' lists the dates for the events mentioned in this book. `Appendix E' lists the Rapid Analytical Machinery used for analyzing encrypted messages. This book may use too many pages in details that don't interest the general reader. How reliable is the claim that President Truman wasn't informed about certain facts (p.330)? Has Budiansky misread history "sold out China to the Reds" (p.331)? There is a Bibliography, Index, Notes, and a Glossary. Wasn't the Abwehr also responsible for counter-intelligence (p.405)?
